3,2 млн грн збитків на енергозбереженні в навчальних закладах. Прокуратура скерувала до суду справу керівників ТОВ та посадовиці Кропивницької міськради
Прокурори Кропивницької окружної прокурори скерували до суду обвинувальний акт стосовно організованої групи з чотирьох посадових та службових осіб, яких викрито на заволодінні понад 3,2 млн гривень бюджетних коштів.
Серед них — директор-співзасновник товариства, економіст іншого ТОВ, начальниця управління Кропивницької міськради та її підлегла. Матеріали стосовно ще однієї фігурантки, яка була директором іншого приватного підприємства, виділено в окреме кримінальне провадження. Її оголошено в розшук.
Слідством встановлено, що керівники пов’язаних між собою чотирьох підрядних організацій розробили схему, за якою заробляли на постачанні теплової енергії та наданні послуг з енергосервісу дитячим садочкам та школам у Кропивницькому.
Вони штучно збільшували кількість днів в опалювальному періоді, хоча навчальні заклади не працювали. У такий спосіб зростали об’єми спожитої енергії та сума виплат, а посадовиця міськради підписували офіційні документи з підробленими даними.
З жовтня 2019 року до червня 2024 року обвинувачені, завищуючи показники досягнутого рівня фактичної економії, незаконно отримували бюджетні кошти.
На підставі зібраних доказів учасники організованої групи обвинувачуються у заволодінні бюджетними коштами в особливо великому розмірі та службовому підробленні (ч. 2, 3 ст. 27, ч. 5 ст. 191, ч. 2, 3 ст. 27, ч. 3 ст. 28, ч. 1 ст. 366 КК України).
Досудове розслідування у кримінальному провадженні здійснювало Кропивницьке райуправління поліції ГУНП в Кіровоградській області за оперативного супроводу регіональних підрозділів ДСР НПУ та СБУ.

Prosecutors of the Kropyvnytskyi District Prosecutor`s Office sent an indictment to the court against an organized group of four officials and service personnel who were exposed for misappropriation of UAH 3.2 million of budget funds.
Among them are the director and co-founder of the enterprise, the economist of another LLC, the head of the Kropyvnytskyi City Council department and her subordinate. The materials regarding another defendant, who was the director of another private enterprise, have been divided into a separate criminal case. She has been put on the wanted list.
The investigation established that the heads of four interconnected contracting organizations developed a scheme to make money by supplying thermal energy to kindergartens and schools in Kropyvnytskyi.
They artificially increased the number of days in the heating season, even though educational institutions were closed. This increased the amount of energy consumed and the amount of payments, and city council official signed official documents with fabricated data.
From October 2019 to June 2024, they illegally received budget funds by overstating the achieved level of actual savings.
Based on the collected evidence, they are accused of misappropriation of budget funds in an especially large amount and official forgery (paragraphs 2, 3 of Art 27, paragraph 5 of Art 191, paragraph 2, 3 of Art 27, paragraph 3 of Art 28, paragraph 1 of Art 366 of the Criminal Code of Ukraine).
The pre-trial investigation was carried out by the Kropyvnytskyi Regional Unit of the National Police Department in the Kirovohrad region with the operational support of the Strategic Investigations Unit in the Kirovograd region of the Strategic Investigations Department of the National Police and Security Service of Ukraine Department in the Kirovograd region.
